Tracy is a motorcycle cop who gets demoted when he arrests Eilers for speeding. Her father, Morgan, is a rich and powerful man, thanks mainly to his corruption of city officials. Tracy makes a fool out of his captain, Bellamy, who is seeing Eilers. After his demotion, Tracy becomes a turncoat and warns gangster Conroy that Bellamy is going to raid his place.
