Waiting to ship out, Tommy (Jan-Michael Vincent), a merchant seaman, moves into a dying neighborhood on New York's Lower East Side. He soon becomes the leader of a group of citizens who refuse to be forced out of their corner of the world by a powerful street gang known as The Souls.
