By accident, the US Coast Guard blows up a suspected drug-smuggling boat, little realizing that the sister and niece of emigré Cuban criminal DeKova (Andrew Divoff) are aboard. In retaliation, DeKova sends a quartet of terrorists to obliterate the Statue of Liberty.
