Torrence is a ship's captain and a smuggler, and Colbert is his daughter. Lyon is a newspaper reporter who wants to do a story on Torrence. The reporter starts seeing the unsuspecting Colbert so he can get closer to her father. He discovers that Torrence has been smuggling Chinese into the country inside sharks' hides.
