Playgirl Mayo, suspected of murder, hies to Congotanga, a piece of West Africa where fugitives gather because of a lack of extradition laws. There she meets Nader, who is surveying the land for the Belgian Congo government to prove it falls within that country's boundaries. Lorre is the law official who keeps all the crooks in line.
