Texas Ranger Wayne enlists the aid of gambler Whitman in the apprehension of a group of sleazy white outlaws, led by Persoff, who help the Comanche run guns and whiskey. When it is learned that ex-Confederate officer Persoff plans to build an empire in Mexico and use his Indian pals to attack the Union, Wayne's job becomes more pressing.
