During World War II Toto is an Italian colonel who leads an invasion of the small town of Montegreco. This Greek-Albanian border town is quite indifferent to Toto and the town's British invader Pidgeon, for between the two, Montegreco has been invaded 31 times. The townspeople openly fraternize with both sides, caring little which side wins the war. Pidgeon goes to fetch his pipe, forgotten at a local tavern on a previous invasion.
