THE COLD EYES OF FEAR is an entertainingly cheesy Italian thriller from 1970 (debuting on US video in 1998) that's enlivened by its "Swinging London" setting, a jazzy Ennio Morricone score, and some rather hilarious stylistic touches provided by veteran exploitation director Enzo G.
