Focusing on Albers, a middle-aged laborer who returns from WW II to try to get his job back, CITY OF TORMENT shows the ravages Berlin suffered during the war and the herculean job it took to get it back on its feet in peacetime. Albers doesn't get his job back, of course, so he goes into
the black market instead, mainly to help the widow of a German soldier and her child. His son learns of Dad's black market dealings and denounces him. Albers then decides to get out of the black market, and does, finding life much better for having done so. Along the way Berlin's devastation is
