Chan (Oland) foils Santa Anita track gangsters after exposing them as murderers and swindlers when they switch horses in an attempt to fix a race. Much of the action takes place on board a steamship from Honolulu (Chan's stomping grounds) to Los Angeles after the owner of a prize horse, who is also Chan's friend, is found slain and the epigrammatic sleuth goes into action.
