Toler travels to Paris to participate in a reunion with WW I buddies. There he becomes involved in investigating the murder of munitions manufacturer Dumbrille, who was supplying arms to the enemy. This Chan mystery was done as a knee-jerk response to the Munich crisis of 1938 and Toler
preaches against the evils of conference table bargaining at the end of the film.
