A banal police procedural populated by corrupt federal agents, international hit ladies and scummy mobsters, this film follows the blueprint for crime thrillers but skimps on essentials like psychological conflict and serious sleuthing. Five out-of-town drug-dealers are robbed and murdered, and police detectives Connor (Michael Ironside, who also wrote and directed) and Lapierre (Currie Graham), whom everyone calls "Leper," fail to link the massacre to local kingpin Willie Morton (George Buza) because Morton has a big shot feeding him inside info. To cover Willie's tracks, henchman Cobb (Jon Cuthbert) launders the stolen drug money through the bank owned by Peter Enright (Malcolm Stewart). Although Connor suspects fellow officer Burt Hershak (Richard Riehle) and precinct captain Jensen (Paul Coeur) of leaking information, the tip-offs about their investigation are actually emanating from a federal source. Lapdancer Candy (Lori Petty) and Officer Dale Rogers (Taborah Johnson), who's working undercover at Willie's bar, see Cobb and Willie's imported assassin, Marion (Patricia Charbonneau), hang the club manager. The bad guys kill Rogers, so Connor takes a terrified Candy into protective custody and sequesters her at a church. With the help of a computer hacker, Connor taps into Willie's bank records and transfers funds into the parish account. After Willie's minions invade Candy's sanctuary and wound Lapierre, Connor deduces that Willie's co-conspirator is Federal Agent Dackhouse (Kevin McNulty), who's plotting to grab all the moolah for himself. Dackhouse systematically eliminates his co-conspirators and trails Willie to the bank: The question of who will survive to determine the ownership of those disputed millions will be determined by a standoff between Connor, Willie and Dackhouse. Given all the artillery power and swirling paranoia, this flat-footed cop-and-robbers flick should be more exciting than it is. Although veteran exploitation actor Ironside directs with a firm hand, this production musters only the minimum of brute force and slick detective work that this genre requires. leave a comment --Robert Pardi
