Every time this coup d'etat thriller flags, the screenwriters toss in a new twist; for the most part, however, their surprises are none too surprising. As images of a presidential motorcade buzz in his head, Frank Kavanagh (New Mexico resident Val Kilmer, a patron of the state's Film Investment Program) awakens in a Southwestern border-town.
