This black exploitation picture profiles "The People's Army" in Watts, scene of the 1965 summer riots. Robinson is the second in command to Perry and wants to take over as top dog. The army was started to get the slumlords and bad dudes out of the ghetto, but the Army becomes as corrupt as the people they have sought to get rid of.
