The young blades of London are miffed when they learn that the world's oldest profession is about to be banned in their town. They appeal to Bird, the Home Secretary, and he suggests "The French System." Sanders is made the House's first proprietor and appoints Robin (his girl friend) as the designated Mistress. Sanders then leaves to visit his opium plantation and is killed by the Indian natives. His money goes to Pettet, his social-reformer niece who must now deal with all of the questionable behavior attached to running such a business.
