This lackluster action film tells the story of Billy Baxter (Dean Stockwell), a California highway patrolman who zealously pursues "runners," those speeders who zip up and down the roads. Baxter is divorced and lives with his brother's son (John Shepherd). The boy's parents were killed by a
hit-and-run highway runner, and Baxter is determined to chase runners until he finds his brother's killer. The plot is fairly ludicrous, and it's really hard to care about any of the characters. The car chases, which clearly were designed as the film's highlight, are as unexciting as they come.
