Crummy actioner involving a nasty fireman, Hubbard, who heads an arson ring that burns down big buildings and then blackmails the owners to split the insurance money. Fire Inspector Brodie gets to the bottom of things. Pretty dull when the stock footage of horrendous fires isn't on screen.
