In a prolog set in Hungary (although actually filmed in New Jersey, an unlikely substitute to say the least), CIA boss David cuts a deal with Mafia man Pastore. In return for laundering mob money, David agrees to kill selected political figures on a CIA hit list. As a cover, a fake killing of David is rigged while the mobster hightails it to Italy.
